A Canadian election expert is to start looking into the problems that dogged Scotland's 3 May elections next week.

International expert to review Scottish poll chaos

Outcry after polling chaos

Ron Gould will head an independent review hoped to be finished by the end of August.

The review will consider:

* The high number of rejected ballots

* The electronic counting process, how it was planned and carried out

* Postal voting and why they were delays in sending out ballot packs

* The decision to hold the parliamentary and local government polls on the same day

* The decision to combine the two votes on one ballot sheet

* The role of the Electoral Commission in the preparations for the elections

Mr Gould will talk to all those involved in the elections, including government ministers, returning officers, Electoral Commission staff and candidates. And members of the public will also be able to have their say by giving their views to the investigation.

Fellow Canadian Michael Boda, a US-based elections practitioner and researcher and author of a study of the UK's system for administering elections, will assist the investigation.
