MANAGEMENT
Sandy Hopkins, corporate director at Havant BC, has been appointed managing director following the recent resignation of Gwen Andrews who leaves the council tomorrow. Ms Hopkins' previous roles include director of community services at Havant and head of economic development and tourism at Salisbury DC. Oldham MBC's new assistant director of strategic partnership is Jo Wagstaffe. She will be the council's lead on the management and future development of the Strategic Service Delivery Partnership. Ms Wagstaffe joins from PricewaterhouseCoopers. Jasvir Chohan (below) will be Eastleigh BC's new head of customer service and ICT. She has worked in IT for nearly 20 years with a housing association and as a senior IT consultant with a London-based business consultancy. Ms Chohan is currently ICT manager for the charity Every Child.
LAW AND SCRUTINY
Camden LBC's new head of legal services is Andrew Maughan. He joins from Bexley LBC where he is assistant director of legal services and a monitoring officer. Mr Maughan is due to start in October and will replace acting head of legal services Melanie Field.
ADULT AND COMMUNITY SERVICES
Mark Charters is leaving Northamptonshire CC as director of community services to become Bexley LBC's director of social and community services.
CHILDREN'S SERVICES
Adrian Smith has joined Bexley LBC as deputy director, performance, planning and resources in the children's and young people's services directorate. He is currently head of performance, planning and projects for education and children's services at Reading BC.
ENVIRONMENT AND LIVEABILITY
John Latham is the new director of development and environmental services at Lincoln City Council. He joined the council in 1991 as an assistant to the chief executive, and is currently head of community leadership and social sustainability. Stevenage BC's new head of environmental health and licensing is Emma Rose. She joined the council in 2001 and has most recently worked as licensing manager.
FINANCE AND RESOURCES
Lincoln City Council has made Angela Andrews director of resources. She is currently head of business development and finance. She joined the council in 1984.
CULTURAL SERVICES
Richard Shwe is leaving Westminster City Council as head of sport - where he was responsible for sport development and education and an advocate of sport within the city - to be head of culture and community development at St Albans City & DC. Mr Shwe has over 20 years experience in the leisure industry working for local, regional, national and overseas sports and leisure organisations.
HOUSING
Crawley BC has made Karen Dodds head of Crawley Homes. She joins from Shaftesbury Housing Association where she was group director of operations. Ms Dodds has worked in housing throughout her career, starting in local government and then moving to housing associations.
SOCIAL CARE AND HEALTH
Julie Murray has been appointed director of East Renfrewshire Community Health & Care Partnership which brings together social work and community health care services in the area. She is currently head of planning and health improvement. Before this she was head of strategy and development (social services) at East Renfrewshire Council. Ms Murray replaces George Hunter who retires in October.
PRIVATE SECTOR
Capita has appointed Richard Marchant to the newly created role of local government strategic partnerships director. Mr Marchant spent 19 years in local government working with Leeds City Council before joining Capita in 1990. He has held a number of senior management positions within the group including managing director for Capita Property Consultancy, renamed Capita Symonds in 2004. He led the development of Urban Vision, a 12-year strategic partnership with Salford City Council. Bob Athroll has joined Willmott Dixon as Re-Thinking Education manager. He was previously on secondment at the Department for Education & Skills working with sponsors and councils. Mr Athroll's career background includes five years at Suffolk CC, followed by 20 years at Leicestershire CC, more recently project managing the creation of education facilities worth more than £50m.
REGENERATION
The new head of regeneration and planning policy at Eastleigh BC is Paul Ramshaw (below) He will head a unit which combines the council's former planning policy, economic development and property and building services team. Mr Ramshaw currently works for Havant BC leading its urban design team. Before this he worked for Portsmouth City Council as the lead person for the city-centre masterplan. Gary Rice has been made head of development control at Southwark LBC. He was previously development control manager. Lee Robinson has been appointed as managing director of Unity Partnership, a joint venture between Oldham MBC and Mouchel Parkman. He will head the partnership to help to transform the council's services, boost its economy and commence regeneration plans. He joins from United Utilities group, where he was head of strategy and performance. London Thames Gateway Development Corporation has announced the appointment of Stan Hornagold to its board of directors. Mr Hornagold was the founder of Hornagold & Hills management consultants, where he has been the senior partner for 20 years. Some of his previous roles include founder and managing partner of Beard Dove Project Management Partnership and quantity surveyor with Wilson & Partners.
