Sefton Council has appointed Margaret Carney as its new chief executive.
She is at present an executive director at Rochdale MBC.
Council leader Tony Robertson (Lib Dem) said: "This has been a lengthy and involved process and I am satisfied that we have found the right person to continue to move the authority forward.
"The exercise to recruit a new chief executive has been very thorough with all three political parties participating."
Ms Carney, who lives in Sefton, said she was "delighted" by her appointment.
The council, which has never been under the control of any one party, hit turbulence last winter when the Conservative and Labour groups combined to thwart restructuring plans put forward by chief executive Graham Haywood.
Its employment procedures committee agreed in March that Mr Haywood would retire with a package put at £230,000, four months after an earlier vote by the council to offer him redundancy was ruled unlawful.
