    The real issues are being missed here. The standard of care in Care Homes and home care for the vulnerable reflect social value, and even at times of economic growth the industry providers still as a whole fell short of the mark. Yet, the industry remains one of the growth area's with an estimated value of about £8bn a year. Yet a lack of transparency on prices and fees, unfair contracts and poor facilities for re-dress remain almost sewn in problems.And, the absence of know how in handling the interaction between commercial, procurement and contract, EU and social welfare law(s) will not disappear. If Total Place forces these issues to the fore by looking hard at where the money goes then its a step in the right direction, understanding demand will not address these technical matters and catch phases simply hide the lack of knowledge about how the processes actually work

    The insights being drawn out here have more commonality with The Celestine Prophey than solid operational research. And if, as would seem, that past learning is being cleared away and the here and now flow engaged, lets not forget two incomfortable truths (i) redistributive wealth and health has not been yet been realised and (ii) there is no concensus about which values are being valued. What ethic and culture emerges from this requires fore thought. It is afterall a wicked messy problem and it is incumbent on all political parties to show there understanding of this - two attributes standout as in need of attention and questions asked about how (i) a largely non-unionised, unprotected low paid workforce can offer a sustainable arrangement for looking after the very vulnerbale and (ii) a head in sand mentality when facing up to the impact of competitive rivalry and competive positioning will have on the alrtuistic purpose of voluntary action. Viable Systems Modelling and, perhaps, a SOSM will emerge, so let skeep all options open - and this is, afterall the dialouge, what Geoff is saying - To what end and by what means?

Just watched/listened to the Daniel Pink talk - and would echo Paul's view but also point to the observations made by Art Kleiner in a recent webinar and follow up to his book Age of the Heretic.     At the risk of repeating myself, the attribute of our current thininking that has repeatedly been ignored is the role of competition and what form it should take, with this comes the really awarkward questions of standardisation, comeptency and economic advantage associated with third party delivery of public services. Until the system bioundary is drawn at the level of the EU and close attention given to these rule sets, target setting and Total Place will not realise its policy intent.

    Come on Mike, the real rot in the 'system' is poor and ineffective managerial leadership or reputation mangement at the expense of the public and public services - but I suspect you already know this.
