    Strange I thought Blaby did that around nine years ago. It was publicised at that time. The problem with extrinsic motivators is at least two-fold, one is that the costs to manage and pay for the methods adds considerably to the process, which may be less effective than enabling intrinsic motivation options. The other is that there will be cheats, people who use someone elses bin to reduce residual waste, and many individuals who can not participate, such as comunal waste for flats, and no facilities for some flatted properties to recycle at all, thus rewards are offered to some, but not allowed for others... The outcomes will be determined by the design....

    When are all these well meaning authorities going to wake up to the FACT that it is far better to add value to services than simply cut costs. If you cut costs, both the range and quality of the services will get worse, as services reduce the central overhead will proportionally increase, thus creating a wicked circle of destruction. If you improve service design by a systematic approach to procedures looking at the operations and strategy together, then take a good look at how to delight customers, its possible to add value, reduce costs and preserve jobs. Isn't this worth talking about? 25,000 jobs to go. millions facing a pay freeze, OR, change the way you manage?

    If this was related to other articles, then I would suggest that food waste and recyclates be collected weekly and residual waste be collected fortnightly, for normal domestic properties, accepting that bespoke designs are needed for many flats and small terraced properties. However, the audit commission may have missed the point that its not just a case of reducing costs, its about adding value to the recyclates that makes the biggest difference to net costs.

    So the findings so far are that if local services were delivered via a single local authority, then costs would be far lower? If that is the case, the urguement shouldn't be about deciding which local supplier should take the lead, but about disolving all the secondary players, and making local government the providers of these services. Let Central Government decide the role of the nation and its position in the world, and leave local government to deliver the local services.
