This together with the emasculation of the standards regime is a recipe for bullying and in some cases corrupt practices which will be to the serious disbenefit of local government-perhaps that is what the government wants with their neocon wish to move our public services to the american model where political appointments and "pork barrel" politics are the norm

Pickles is disingenuous-services are effected by real cash cuts so a percentage cut adversely affect those who have the bigger grant-thus 1% off wokingham is only 2/3 of the cash a 1% cut is of newcastle

I agree_my experience of Gareth that though totally committed and focused was always thoroughly professional-and a good guy to boot! With all the recent goings of CXs the prophesy many of us made at the time of the 2000 Act in that many leaders do not want principled CXs but rather just "yes" men is regretfully being fulfilled. A Leader requires different skills to that of a CX and the world needs to recognise that being elected does not automatically one being competent

Surely this is effectively the Audit commission by another name and probably less focussed.This is yet ANOTHER example of unwise hasty decisions by Pickles and co having to be unpicked but disguised so as to avoid embarassment to the ill considered politicians who acted to get headlines without thinking things through
