Rapist used council data to target teens
Simeon Kellman (aged 42) worked for Greenwich LBC and used its computer system to identify teenagers who had just come out of foster care.
In December 2007 he waited outside an unnamed victim’s home, forcing her into her house and raping her. Officers from Greenwich's Sapphire Unit arrested and charged Mr Kellman on 4 January. Detective inspector Brian Willis said "a predatory and very dangerous man had now been removed from streets".
“Kellman’s victim was targeted because she was vulnerable and he hoped this would increase his chances of escaping justice - however the strength of his victim proved him wrong and I can not praise her highly enough."
'Callous and calculating crime'
A spokesperson for Greenwich said: “We strongly support the custodial sentence given to Mr Kellman for an extremely callous and calculating crime and an unforgivable betrayal of trust. We continue to work with other agencies to provide support for the victim, and applaud her brave determination to seek justice following such a deeply traumatic experience.”
Police believe that Mr Kellman could have raped before. Anyone with information should contact Greenwich Sapphire Unit on 020 8284 9818.
