YouTube publicity yields new boss
Sandra Dinneen, Head of Economic Development at Norfolk County Council, is being recommended for the top job at South Norfolk.
The appointment is expected to be ratified by the full council on 22 September.
Ms Dinneen has led the county council's economic development service since 1997 and worked with agencies and organisations to establish the East of England Innovation and Production Centre (EPIC) in the county, based in Norwich.
Last week EPIC announced that it has become the UK centre for a multi-million pound Northern European media and broadband project.
Ms Dinneen said she was delighted to be appointed.
"In particular I am keen to build on the excellent status awarded earlier this year by the Audit Commission," she said.
"I have been extremely impressed with the calibre of the staff I have met and the energy and enthusiasm of the elected members."
The recommendation to appoint Ms Dinneen follows a national search which began when Council Leader John Fuller went onto YouTube with a five-minute recruitment video.
The coverage produced serious interest which boiled down to 20 very strong applications from local and national candidates.
South Norfolk Council estimates that the use of YouTube and managing the process in-house saved over£50,0000 in fees for advertising and head-hunters.
