The change protocol, developed by local government’s project delivery support service, is designed to help councils manage cost effective changes to long term PFI contracts.
The guidance is intended to be used by local authority officers procuring PFI projects through the competitive dialogue process and will support them to explore, with bidders, approaches to achieving cost effective change.
The change protocol documentation launched today is tailored for accommodation projects, but the guidance principles and drafting will be modified and rolled out for use in other sectors.
4ps’ procurement pack for street lighting projects has been updated with the change protocol and will be released on 4ps website shortly.
Rob Hann, 4ps’ Legal Director, said: “The change protocol has been approved as SOPC4 compliant by Partnerships UK. The documentation is aimed at helping local authorities to achieve efficiency from long term contracts and facilitate the ability to make changes during a contract.”
