The government will spend£70m over the next four years to turn public libraries into an electronic 'people's network', reports the Times (p6).

Culture secretary Chris Smith is to announce the plans today as a response to a report by the Library and Information Commission published last year. The government has accepted the recommendations made by the comission and Mr Smith's response will outline how it intends to implement them.
