A man has been convicted for sending Haringey LBC a racist letter with payment of a parking fine.

John Duggan of High Road, New Southgate, was fined£250 plus£100 costs at Haringey magistrates' court under the Malicious Communications Act. His original parking fine was£40.

The magistrate decided that the letter, which was opened by a black member of staff in the council post room, was intended to cause distress and anxiety. It was peppered with racist ideas and foul language.

One of the milder sentences was: 'I object most strongly to the fact that mindless morons (and probably they are Commonwealth immigrants with black shining faces) can take a diabolical liberty in doubling the penalty fee.'

Parking and enforcement manager Ian Parrott said: 'We will not tolerate such racist and offensive material being sent to our officers.'
