Local authorities seeking judicial review of reorganisation recommendations are unlikely to succeed, Local Government Commission chair John Banham warned today.

Speaking to the annual conference of the Association of County Councils today, Sir John said he had a '100% success rate' with judicial reviews.

'If you don't like my advice just go to the courts, that will make my day,' he said.
