Sir Jeremy Beecham, chairman of the Local Government Association, said jobs would need to be cut to secure the finances of the new association.

'It is difficult to see at the moment what the optimum level of staff is. But clearly if you have two or three lots of people going over the same ground, there is some scope of rationalisation,' Sir Jeremy said.

Next week the LGA, which merges three existing associations in April, will interview candidates for the £80,000-a-year finance director post.

It is not clear whether the association will want to keep the three finance under-secretaries of the existing associations.
