Councils still need to persuade Labour to stick to its existing commitments - let alone new ones - to return powers to them, according to a former top party aide.

The speech of Charles Clarke (above), a chief political adviser to former party leader Neil Kinnock, contrasted with the promises from shadow environment secretary Frank Dobson.

Mr Clarke said the party's commitment to return non- domestic rates was not certain. 'It's very important for local government to get back NDR. Please don't assume that argument is won.'

Mr Clarke, speaking personally, said there was a genuine desire in Labour to devolve power and create local and regional economic regeneration, and a rejection of the 'quango state'.
