Labour county members this week accused senior council officers and the Association of County Councils of backing the government's privatisation programme.

Jim Thakoordin, deputy leader of Bedfordshire CC Labour group, criticised speeches by Oxfordshire CC Chief Executive John Harwood and Helen Dawson, head of management practice and development at the Local Government Management Board, for what he said was their support for market testing.

He accused them of talking 'a load of crap' and the ACC of bias in failing to provide speakers in support of in house services. 'I am really amazed that a Labour controlled ACC seems even more committed towards CCT. We have all these managers in at £40,000-£80,000 a year and John Harwood is telling us that we could get better value for money from outside. Isn't it a nonsense', Mr Thakoordin said. His remarks drew support from other Labour members in the audience. They urged outright opposition to CCT.
