Managers of direct services need to push for more influence in developing best value, contract services officers heard.

Kevin McElduff, public services consultant with TMS Insight, said DSO heads had a wealth of experience in partnerships and business expertise gleaned from CCT.

But the best value lead was being taken up almost exclusively by those involved in policy at the centre of the council, with little consultation with front-line service providers.

'Best value is about producing results, and [DSOs] are on the results side, while chief executives are concerned with policy and strategy.

'We need to take hold of any opportunities to get a foothold in that policy and strategy growth, and really go for it,' Mr McElduff said.
