The main barrier to the power of well-being is councils' slowness to use it, according to barrister Damien Welfare.

Mr Welfare told delegates the power is a major new right which will enhance the standing of councils if it is used wisely.

But he said: 'The pressure is coming from people who are trying to get councils to use it, [rather than] councils running into problems when they

do use it.'
