Labour MPs are backing calls for ministers to publish a second local government Bill quickly if some of the white paper reforms are excluded from this November's Queen's Speech.

Alan Whitehead MP, a member of the Labour backbench local government committee, told delegates to the Association of Council Secretaries and Solicitors yesterday the committee was pressing ministers for a second Bill to be published. Local Government Association chairman Jeremy Beecham made a similar demand earlier this month.

Many people in local government fear ministers plan to include elected mayors in legislation but will ignore the financial reforms which councils want. Professor Whitehead said: 'If one produces a sense of sticks in the legislation without carrots then it won't stick.'

On best value, he predicted 'legal battles ahead' over the workings of the system, but was confident these would not be as drawn out as the battles over CCT.
