The Local Government Commission's proposals for Norfolk and Suffolk provide the basis for strong unitary councils, the Association of District Councils said last week.

'For almost the first time, the commission appears to have responded to the DoE's guidance and has given particular weight to locally generated solutions,' said the ADC's chair Margaret Singh. Both proposals are similar to submissions from local districts.

The Association of County Councils said the proposals would mean residents having to pay for the creation of artificial areas.

The plan to merge Great Yarmouth BC from Norfolk and Waveney DC from Suffolk, while keeping each in their current county for historic and ceremonial purposes, would create confusion, the ACC claimed.
