The Association of District Councils has rejected a claim from the Association of County Councils that single tier authorities could cost lives.

The ACC claimed smaller councils would not have the resources to cope with a major disaster.

The ADC has said that the current review leaves the structure of the existing emergency services intact and has the added benefit of clearing up whether county or district takes charge during a time of crisis.

The ADC believes the efficiency of emergency services run by unitaries has been proved by the London boroughs.
