The Association of District Councils has carried out polls of the general public which it says shows widespread confusion over who provides local services.

The ADC poll of people living in shire England found only 54% of those asked knew which services are carried out by their county council.

ADC chair Margaret Singh said: 'After 20 years, people are still unclear about which council provides what services.

'It is time to move forward and give people what they want, more local, more accountable, more cost effective councils'.
