Addressing the annual Association of Directors of Social Services on Friday, Mr Dobson used East Sussex and Brighton and Hove as one of several examples of some 'quite brilliant' social care work being done across the country.
'A remarkable amount of hard work and good work has been done with limited resources and in difficult circumstances,' said Mr Dobson.
He added that social services staff nationally had got very little public recognition for the work they had done.
'It shows what can be done if money is provided along with the good will and desire to provide a professional service,' said Mr Dobson.
The social services conference was organised by Brighton & Hove Social Services, the Association of Directors of Social Services (ADSS) and the Local Government Association.
