Denham and education minister Baroness Blackstone will launch a Green

Paper on modernising local government finance at a press conference

on Tuesday 19th September (am).

The Green Paper marks the beginning of a nationwide consultation and

takes a fundamental look at local government finance and the way key

services such as education, social services and housing are funded.

It sets out options for reform covering grant distribution, capital

finance, business rates, fees and charges and council tax.
