In a statement chairman Jeremy Beecham said: 'For a decade the metropolitan districts have taken everything the government has thrown at them - poll tax, council tax, reorganisation of education, cuts and contracting out. Through it all they have continued to deliver quality services to their communities. Now they are promised further turmoil which threatens their very existence. How can our staff continue to deliver the goods when they are faced with the prospect of four years' uncertainty?
'How can anyone be expected to sit down and tackle the real needs and problems of our society while government is intent that no part of the country escapes?'
