The Association of Metropolitan Authorities will next week consider a report proposing that councils should become health commissioners for their residents.

The proposal is for councils to take over responsibility for purchasing acute services, community health services, public health and health promotion services.

The report suggests a pilot scheme of 10-15 councils.
