The foundations of a nationwide inquiry into Local Management of Schools were laid at the annual education conference of the Association of Metropolitan Authorities, meeting in Oldham.

The year long project was announced by Graham Lane, chair of the AMA's education committee. He said: 'Local Management of Schools was pioneered by local education authorities. but there are widespread concerns about how the scheme as imposed on schools by the government is working in practice.

'At this conference we have been discussing how best the nationwide inquiry should be organised and what aspects should be examined. The work will begin in earnest in the New Year. We expected a report to be completed and ready for publication at our conference next year.'
