Amber Valley BC erred in law when it decided it was not open to them under the 1989 community Charge (Administration and Enforcement) Regulations to arrange for the poll tax debt of one of its residents to be paid by making deductions from an income support order, a judge in the High Court said yesterday, the Guardian reports (p3).
