John Arthur Jones, who is also facing certain criminal charges, had been suspended without prejudice by the council just over a year ago after being arrested.
He was officially told of the council's decision in a letter from the acting chief executive Lionel Gardner.
Mr Jones said: 'Obviously at this stage I can't say too much but I am very shocked and surprised. This is now with my solicitor who I understand has already made contact with the council. I intend fighting this and am absolutely determined to clear my name.'
