Yesterday's comment by Local Government Commission chair John Banham that there was no evidence that single-tier authorities wee better than the two tier system has 'dealt another blow' to the government's determination to shake up councils, reports The Guardian (p8).

Sir John said that the current review should be a test bed for another reorganisation as soon as unitary councils had been tried out.

'We should not have to wait another 20 years to correct mistakes that may arise,' he told the Association of County Councils conference.

The paper also reports that yesterday the Association of District Council met environment secretary John Gummer.
