Iain Roberts, deputy secretary at the Convention of Scottish Local Authorities, has taken early retirement on medical grounds only days before he was due to appear at a disciplinary hearing.

Mr Roberts had been suspended from his post since May, following the inquiry by Strathclyde RC chief executive Neil McIntosh into allegations of bullying and sexual harassment at COSLA.

His retirement ends the prospect of disciplinary hearings concerning COSLA's personnel services department, headed by Mr Roberts.

Senior deputy secretary Bruce Black, head of internal personnel matters, was also criticised in the report, but took early retirement before Mr McIntosh finished his investigation.

Mr McIntosh criticised the aggressive management style, low morale and 'blame culture' in the personnel services department.
