The local authority associations have urged employers to endorse a package harmonising pay and benefits between manual and white collar workers, reports the Financial Times (p8).

They say the proposed changes will 'come at a price' but they also argue 'where costs can be readily identified, these will be taken into account in the main pay negotiations at the times that they come on stream'.
