A report from the Public Audit Forum has found that audit, inspection and regulation can make powerful contributions to improving services.

Auditors liked the report but there was scepticism from some in councils. A senior council source said the report is a ploy to promote inspection on the eve of an announcement of comprehensive performance assessment rankings.

The source said: 'The report seems predictable, given that auditing could face pretty stiff criticism in the next few weeks.'

A spokesman for the National Audit Office, which runs the Public Audit Forum, said the statement was intended to stimulate debate on the role of inspection.
