Devon CC has lost a primary school grounds maintenance contract to a prison workforce, reports The Independent (p3).

Channing Wood prison, which has won the £800 contract at neighbouring Denbury school, intends to put convicts to work under the supervision of jail staff.

The paper reports that the prison's bid was higher than the one submitted by Devon Direct Services but that the school governors picked it because the prison was close by.

The paper reports fears that prisoners earning as little as £9 a week could be used more widely to undercut council bids under compulsory competitive tendering.
