Sir John Banham, Chairman of the Local Government Commission admitted yesterday that he wrote the letter ofering to review the future of Derbyshire at the request of ministers, the Independent reports (p4).
Questioned at the ACC conference in Windermere yesterday, Sir John said in a 'throwaway remark': 'It is not for me to comment on why ministers would ask me to write a letter.'
The letter was delivered only hours after the commission had given final recommendations for Derbyshire - two unitary authorities with rest remaining as a two-tier structure. The paper comments that the letter has thrown into confusion the direction of the local government review.
It means now that district councils could come up with new proposals, more inclined to the new government preference for unitary councils.
