The Guardian (p6) carries a report on the conclusion of the local government review for shire England, saying that the Commission has been criticised for failing to deliver the necessary changes.

Local Government Commission chair, Sir John Banham, told a news conference that the previous 1974 shake up had a number of mistakes and the current round of alterations had been a 'tidying up' operation.

The paper quotes the Association of District Councils as saying that the process had produced more losers than winners.
