The town of Basingstoke will give a clue to Conservative fortunes and will be the sort of place any revival for the party will begin, reports The Independent (p8).

The Conservative group, which currently is the largest group on Basingstoke and Deane BC, may have a chance of taking control away from the Liberal and Labour groups which have a power sharing agreement that controls the authority.

Locally the Tories see planning as a good issue and are campaigning on the idea of protecting the green acres surrounding the town from rampant housebuilding.

But many believe Tony Blair's popularity nationally has further advanced the Labour party's popularity locally.

Basingstoke is said to be, unofficially, a Tory target area which means that if the party cannot add to its strength this time around, William Hague's leadership is having little effect on party fortunes.
