Jeremy Beecham, leader of the Local Government Association yesterday said that proportional representation should be introduced for local elections. According to Beecham, this would ensure effective opposition and higher voter turnout.

The Financial Times (p8) quotes him as saying at the Labour party conference: 'Satisfying though it is in many ways, it cannot be healthy that in Newcastle or Manchester, for example, we do not have a single Tory councillor.' The FT reports that senior Labour officials have said that the idea is under active consideration by ministers.
