Capping is not the answer to high council tax rises, Local Government Association chair Jeremy Beecham told BBC Radio Four's Today programme this morning.

The local government finance system is flawed, he said. 'I don't think

capping a few authorities, or indeed any authority, is going to improve

matters.'

Sir Jeremy said that if councils have to send out new bills in the summer,

this could cost as much as the council tax reduction.

'The government has the option of not capping in year, but making it clear

that it will prescribe a council tax for the following year,' he said. 'If

we have to have capping... that would be a better option.'
