The future for local government 'is more positive than ever', Local Government Association chair Sir Jeremy Beecham has concluded in a letter to all 22,000 councillors in England and Wales.

Sir Jeremy tells councillors that local government 'must establish a stronger constitutional position'. The LGA is developing a three-pronged approach to this issue under the headings 'better government', 'local links' and 'local government futures'.

Better government encompasses the Improvement and Development Agency's work, but also includes LGA efforts to ensure councils are leading players in the regional development agencies and the Greater London Authority.

Local links encourages councils to pursue joined-up government and local government futures is about where local government will be in 2010.
