Draft government guidance on best value and procurement could encourage institutional racial discrimination, the Commission for Racial Equality has said.

The guidance sets out how councils can consider criteria such as staff training and management practices when awarding contracts.

But the CRE believes the guidance could create a complex equal opportunities framework that would be difficult to implement.

The commission said: 'The draft guidance will, by offering a framework which is likely to prove difficult to interpret and apply, deter local authorities from taking action.'
