Environment secretary John Gummer has unveiled proposals to make the planning system more efficient, the Financial Times reports (p8).

Stricter controls will aim to speed the drawing up of plans by local authorities, clarifying their strategy for developers and other interested parties.

The proposals, which are being put out to consultation, would also accelerate the process of appeals against council decisions to refuse planning permission.
