The Independent (p12) covers a study from the University of Hull's Centre of Criminology on surveillance cameras which raises doubts over whether the government and local authorities are wasting money by spending millions of pounds on installing camera systems.

The study suggests that closed circuit cameras only catch a handful of minor criminals and are frequently targeted at young, black men and attractive women. Many operators of CCTV appear to be bigots, who often watch people for no good reason and do little to protect women. The study revealed that 600 hours of monitoring by 148 cameras resulted in the arrests of only 20 people, mostly for minor offences.
