The result of the citywide consultative ballot on the future shape of the government of the city is as follows:

- Option 1 - A leader elected by the council and a cabinet of councillors: 102,278 votes (46.4%)

- Option 2 - A directly elected mayor and a cabinet of councillors: 88,428 (40.2%)

- Option 3 - A directly elected mayor and a council manager: 29,445 (13.4%)

Total number of votes 220,151.

Total number of ballot papers despatched 719,950. Total number of ballot papers returned 221,587. Turnout percentage 30.8%. Number of invalid ballot papers returned (blank/spoilt) 1,436.

The ballot follows the Local Government Act 2000 which requires all councils to be run in a new way.
