A neighbourhood full of families with young children was not a suitable place to house paedophiles having treatment, Birmingham city council decided yesterday, the Daily Telegraph reports (p6).

The paper says the decision to reject the application to house 15 men with child abuse histories in the Moseley area was greeted with joy by local people.

The hostility was exacerbated, claims the Telegraph, by the secrecy which the Gracewell Institute's plans for the home were launched. It was to be an experimental unit.
