Birmingham city council's Conservative members yesterday met environment minister Tony Baldry and asked him to wage war on red tape at the city council, the Birmingham Post reports (p5).

The paper says Tory leader Bernard Zissman produce a file of complaints showing how the city's services were being slowed by 'wanton and wasteful administration'.
