Birmingham city council finance officers are trawling houses in the city to find people who are not registered for council tax, the Birmingham Post reports (p5).

The paper says that the move could bring in up to £5 million revenue for the council. It is sending letters to 16,000 addresses and should have letters to empty properties returned by the Post Office.
