The Birmingham Post (p1) reports that Birmingham city council's new year celebrations are causing some controversy locally.

The paper reports that local band Ocean Colour Scene offered to perform in the city on new year's eve, but were rejected by the council.

But Birmingham city council's head of arts and entertainment, Anthony Sargent said that any group which had approached the council earlier this year would have been sent away.

He said the council had only been able to confirm that the event would take place three weeks ago following a letter form the police pointing out that it would incur security problems if it did not go ahead.
