Blaenau Gwent CBC is still struggling to improve its social services a year after a damning joint review into the department.

A report by the Social Services Inspectorate for Wales identified child protection as a particular cause for concern, with disregard for procedures and poor managerial judgment among the service's weaknesses.

'Some very high-risk cases were dealt with outside child protection procedures, and children were thus denied the protection of formal multi-agency planning, decision-making and oversight,' it said.

Blaenau Gwent leader John Hopkins (Lab) recognised there will be no quick solutions to the problems it identified.

'We are committed to finding remedies that will safeguard children,' he said.

Colin Everett, head of improvement and development at the Welsh Local Government Association, said: 'The building blocks have been put in place and are starting to take effect,' he said.
