Radical welfare reforms, which would include providing millions with funded second pensions, reducing means testing by rebuilding unemployment insurance, and creating a new national insurance to pay for residential and nursing home care, have been mooted by a Labour MP.

The Financial Times (P10) reports on the proposals by Frank Field, chairman of the Commons social security committee.

Harriet Harman, Labour's social services spokeswoman, would be 'looking closely at the proposals'.
