Tony Blair urged councils to use their powers to crack down on truants and anti-social tenants in yesterday's keynote speech aimed at disaffected Tory voters, The Guardian reports (p1).

The Labour leader said he supported councils taking action against parents of persistent truants and those considering building 'good behaviour clauses' into tenancy agreements.

He also welcomed government plans to introduce fines for noisy neighbours.
